This guide covers the Construction version, built around the hazards a construction worker actually faces. To earn the official Department of Labor (DOL) student completion card, you must complete all ten instructional hours; most providers also add topic quizzes and a final exam.
The single most useful thing to know before you study: the course is built around the Focus Four— the four hazards that cause most construction deaths. Master those, learn your rights, and understand that PPE is the last line of defense, and the rest of the course falls into place.
Falls
The leading cause of construction deaths. Triggered by unprotected edges, holes, and elevated work; controlled with guardrails, safety nets, and personal fall arrest at 6 ft (1926.501).
Struck-by
Being hit by falling, flying, swinging, or rolling objects — dropped tools, vehicles, loads. Controlled with toeboards, barricades, hard hats, and high-visibility vests.
Caught-in / between
Being caught, crushed, or pinched between objects — trench cave-ins, unguarded machinery, equipment rollovers. Controlled with protective systems, guarding, and exclusion zones.
Electrocution
Contact with live wires, overhead power lines, or faulty equipment. Controlled with GFCIs, grounding, lockout/tagout, and maintaining clearance from power lines.
One naming note worth keeping straight: “OSHA 10” comes in two versions— Construction (29 CFR 1926) and General Industry (29 CFR 1910). They share the same foundations (rights, PPE, HazCom) but differ on specifics, most famously the fall-protection trigger height. Module 1 · Introduction to OSHA
A required topic. Before the hazards, the course grounds you in the law: what OSHA is, the rights it gives workers, the duties it puts on employers, and how it inspects and enforces. These “your rights” items show up throughout the final exam.
1.1 The OSH Act, OSHA & NIOSH
— the Occupational Safety and Health Administration — was created by the . Its central purpose, written into the Act, is to assure safe and healthful working conditions for working men and women, which it does by setting and enforcing standards and by providing training and outreach.[2] The same Act created , a research agency that recommends standards but does not enforce them.

1.2 Worker Rights & Employer Responsibilities
Know your rights cold — they are a favorite source of exam questions.[2] Workers have the right to a safe workplace; to training in a language they understand; to access their exposure and medical records; to see records of work-related injuries; to file a confidential complaint and request an OSHA inspection; and to be free from retaliation under OSHA’s .
Employers carry the matching responsibilities: provide a safe workplace, comply with standards, furnish required PPE (generally at no cost), train workers, keep injury records, and display the “Job Safety and Health: It’s the Law” poster. Workers, in turn, must follow safety rules and use the protective equipment provided.
1.3 Inspections, Citations & State Plans

In construction, OSHA requires fall protection whenever a worker is exposed to a fall of 6 feet or more to a lower level (29 CFR 1926.501). The trigger differs by standard: general industry is 4 feet, shipyards 5 feet, and longshoring 8 feet. Acceptable methods include guardrail systems, safety net systems, and personal fall arrest systems.
Both are courses in OSHA's Outreach Training Program and cover the same hazard topics, but OSHA 30 is longer and more in-depth. OSHA 10 gives entry-level workers basic awareness, while OSHA 30 is intended for supervisors, foremen, and workers with some safety responsibility, and it goes deeper into managing and preventing hazards. The DOL/OSHA student completion card does not technically expire under the federal Outreach program. However, many employers, contractors, and a few states require workers to refresh the training periodically (often every few years), and some state or local rules set their own expiration.
