This free OSHA 10 study guide teaches the job-site safety knowledge covered in the OSHA 10-Hour Construction Outreach course, organized to OSHA’s current Outreach Training Program curriculum for the construction industry (29 CFR 1926).[1] It is the entry-level worker awareness card from OSHA — basic hazard recognition and your rights on the job.

What OSHA 10 Is

OSHA 10 is a 10-hour training course, not a licensing exam. It is part of OSHA’s voluntary and is delivered by OSHA-authorized trainers.[1]

This guide covers the Construction version, built around the hazards a construction worker actually faces. To earn the official Department of Labor (DOL) student completion card, you must complete all ten instructional hours; most providers also add topic quizzes and a final exam.

The single most useful thing to know before you study: the course is built around the Focus Four— the four hazards that cause most construction deaths. Master those, learn your rights, and understand that PPE is the last line of defense, and the rest of the course falls into place.

One naming note worth keeping straight: “OSHA 10” comes in two versions— Construction (29 CFR 1926) and General Industry (29 CFR 1910). They share the same foundations (rights, PPE, HazCom) but differ on specifics, most famously the fall-protection trigger height. This guide teaches the Construction course; always confirm which version your employer or state requires.

Module 1 · Introduction to OSHA

A required topic. Before the hazards, the course grounds you in the law: what OSHA is, the rights it gives workers, the duties it puts on employers, and how it inspects and enforces. These “your rights” items show up throughout the final exam.

1.1 The OSH Act, OSHA & NIOSH

— the Occupational Safety and Health Administration — was created by the . Its central purpose, written into the Act, is to assure safe and healthful working conditions for working men and women, which it does by setting and enforcing standards and by providing training and outreach.[2] The same Act created , a research agency that recommends standards but does not enforce them.

When no specific standard covers a serious recognized hazard, OSHA can still act through the — Section 5(a)(1) of the Act — which requires employers to keep the workplace free from recognized hazards likely to cause death or serious harm.

1.2 Worker Rights & Employer Responsibilities

Know your rights cold — they are a favorite source of exam questions.[2] Workers have the right to a safe workplace; to training in a language they understand; to access their exposure and medical records; to see records of work-related injuries; to file a confidential complaint and request an OSHA inspection; and to be free from retaliation under OSHA’s .

Employers carry the matching responsibilities: provide a safe workplace, comply with standards, furnish required PPE (generally at no cost), train workers, keep injury records, and display the “Job Safety and Health: It’s the Law” poster. Workers, in turn, must follow safety rules and use the protective equipment provided.

1.3 Inspections, Citations & State Plans

OSHA cannot inspect everywhere at once, so it follows a fixed order of inspection priorities. An — a hazard that could cause death or serious harm immediately — always comes first.

An inspection opens with an opening conference explaining its reason and scope; a worker and an employer representative may join the walkaround. If violations are found, OSHA issues a written that names the standard, any penalty, and an (correction) date.

Employers who disagree can contest within the time allowed. In a state with an approved , the state runs the program but must be at least as effective as federal OSHA.

Module 2 · Walking-Working Surfaces & Fall Protection

2.1 The Focus Four & Fall Hazards

The Focus Four are the four leading causes of construction worker deaths: falls, struck-by, caught-in/between, and electrocution.[3] They are grouped together because together they account for the large majority of construction fatalities. Falls lead the list, which is why fall protection gets the most attention in this course.

2.2 Fall Protection Methods & Triggers

The single highest-yield fact in this course: in construction, fall protection is required at 6 feet or more to a lower level (29 CFR 1926.501).[4] The trigger differs by standard — general industry is 4 feet— so one blanket height would be wrong for a crew working under a different standard.

3.1 Exit Routes, EAPs & Fire Prevention Plans

3.2 Fire Extinguishers & the PASS Technique

Only fight a small, contained fire when you have a clear exit behind you. Match the extinguisher class to the fuel, and use — Pull, Aim, Squeeze, Sweep — always aiming at the base of the fire, not the flames or smoke.

Module 4 · Electrical Safety

4.1 Shock, GFCIs & Grounding

A protects people: it senses current leaking to ground — for instance through a worker’s body — and shuts power off in a fraction of a second. OSHA requires GFCI protection (or an assured equipment grounding conductor program) for construction-site receptacles, especially in damp or temporary settings.[5]

6.1 Right to Know: Labels, SDSs & Training

7.2 Machine Guarding, Bloodborne & Materials Handling

In materials handling and storage, stack and secure loads so they stay stable and won’t slide, fall, or collapse, and separate incompatible chemicals (keep oxidizers away from flammables). And fits the task to the worker — a lift assist or waist-height storage cuts the strain that causes musculoskeletal disorders.

Abatement
The correction of a cited hazard by the deadline OSHA sets in the citation.
