Boater education is a national-standard, state-administered program: the safety knowledge a boater must know is largely uniform across the country — anchored to the standards and the federal navigation rules — but the actual card and the exam are issued by your state boating agency, which is why the exact question count, passing percentage, and age rules vary from state to state.[4] This guide teaches the national standard, organized into five study modules:

The biggest shares of the test are the navigation rules (give-way, stand-on, buoys) and safe operation and emergencies — so that is where you should spend most of your study time. 1 · Boating Basics: Terms, Boats & Hulls

Before the safety content, the exam checks that you know the language of boating and how a boat’s design affects the way it handles and what it can safely carry.[3]

Boat terminology: bow, stern, port & starboard

Directions on a boat are fixed to the vessel, not to you. The is the front and the is the rear. Facing the bow, the left side is (its light is red) and the right side is (its light is green). “Forward” means toward the bow; “aft” means toward the stern.

Hull types: displacement vs planing

A boat’s shape determines how it rides. A pushes water aside and moves through it at slower, steady speeds — efficient and stable but slow. A is shaped to generate lift at speed so the boat rises and skims across the surface, reducing drag.

Flat-bottom hulls are stable in calm water but pound in chop; deep-V hulls cut through rough water more comfortably; round-bottom hulls move smoothly but roll more.

Capacity plate & loading

Most recreational powerboats under 20 feet carry a near the helm or transom listing the maximum number of people, the maximum total weight, and the maximum recommended horsepower. Never exceed these limits. Overloading raises the center of gravity and lowers freeboard, so the boat takes on water and capsizes far more easily in waves or turns.

The exam tests the federal and state required-equipment rules closely, because having the right gear in working condition is the difference between an inconvenience and a fatal accident.[3]

Life jackets (PFDs) by type

Every boat must carry one wearable, Coast Guard–approved, properly sized for each person aboard, and boats 16 feet and longer must also carry one device. A PFD only counts toward the requirement if it is serviceable — in good condition, the right size, and readily accessible (not still in the original packaging or buried under gear).

Children and anyone aboard a personal watercraft must wear a PFD; most drownings involve boaters who had a life jacket aboard but weren’t wearing it.

Fire extinguishers & sound signals

Most powerboats must carry at least one Coast Guard–approved marine fire extinguisher rated Class B (for the flammable liquid fires — fuel and oil — most likely on a boat). It only counts if it is charged: a gauge reading in the red is no longer serviceable and must be recharged or replaced. Boats must also be able to make an efficient sound signal — a whistle, horn, or bell — to warn other vessels and signal intended maneuvers.

Visual distress signals & navigation lights

Boats on coastal and certain other waters must carry Coast Guard–approved signals for both day and night use: pyrotechnic flares work day or night, an orange distress flag is a day-only signal, and an electric distress light is a night-only signal. At night you must also show the correct navigation lights so other boaters can judge your heading.

3 · Trip Planning & Preparation

Most boating emergencies are prevented on shore. The exam covers the routine a careful boater follows before casting off — and the fueling and ventilation steps that prevent the two deadliest hazards: fire and carbon monoxide.[3]

Float plans & pre-departure checks

A is a written description of your boat, everyone aboard, your route and destination, and your expected return time. Leave it with a responsible person on shore— not on the boat — so that if you don’t return on time, searchers know exactly what to look for and where. Before each trip, run a pre-departure check: confirm safety gear is aboard and accessible, fuel is adequate, the bilge is dry and the drain plug is in, the battery and lights work, and passengers know where the safety equipment is.

Fueling & carbon monoxide

Gasoline vapor is heavier than air and collects in the bilge, where a spark can cause an explosion. When fueling: dock and shut off engines, close hatches, keep the nozzle in firm contact with the fill pipe to prevent static sparks, don’t overfill, and — for an enclosed engine compartment — run the blower for about four minutes and sniff for fumes before starting up. Fill portable tanks on the dock, not in the boat.

It collects in cabins, cockpits, and around the rear swim platform, and early symptoms (headache, dizziness, nausea) are easily mistaken for seasickness. Keep people off the swim platform while engines run, ventilate enclosed spaces, and install a working CO detector.

Weather & marine forecasts

Check the marine weather forecast before every trip and watch the sky on the water. Darkening clouds, a sudden drop in temperature, rising wind, and choppy water signal an approaching storm — head for the nearest safe harbor early. If small craft advisories are posted, small recreational boats should stay off the water.

Before operating a motorized boat on public waters, most states require the owner to register it. The registration (or bow) numbers must be displayed on both sides of the bow in plain block letters at least three inches tall, in a color that contrasts with the hull, with validation decals placed as the state directs.

You must keep the certificate of registration aboard. The permanently identifies the boat; altering it is illegal.

This is the heart of the boater-safety exam.The navigation rules — the “rules of the road” for boats — and the buoy system that marks safe water are the most heavily tested topics, and they prevent the collisions and groundings that cause most accidents.[1]

Right of way: give-way & stand-on

The assign a (which takes early, obvious action to keep clear) and a (which holds course and speed). Importantly, there is no absolute “right of way” — every operator must do whatever it takes to avoid a collision. Power-driven vessels generally give way to sailing vessels and to human-powered craft.

Power gives way to sail and to human-powered craft in most situations; a vessel restricted in its ability to maneuver is given extra room.

The lateral buoy system (red-right-returning)

— red and green buoys and beacons — mark the edges of a channel. The rule every boater memorizes is “red, right, returning”: when returning from open water toward a harbor (or heading upstream), keep red on your right and green on your left.

At night the lights match the marker colors. A (red-and-white vertical stripes) means open water all around.

Charts, soundings & regulatory markers

A nautical chart is a map of a waterway that shows depths, hazards, and aids to navigation. The numbers scattered across the water are soundings— the water depth at each spot, in the unit named in the chart’s title block (feet or fathoms). Reading them keeps you off shoals.

Regulatory markers — white with orange shapes — give information and warnings: an orange circle marks a controlled area (like a no-wake zone), a diamond warns of danger, a diamond with a cross marks a keep-out area, and a square gives information.

5 · Safe Operation, Emergencies & Environment

The last module ties the rules to the water: operating at a safe speed, the legal rules that keep everyone safe, and what to do when something goes wrong — the situations that save lives.[5]

Safe speed, anchoring & docking

A boat has no brakes — it slows by reducing throttle and steers by directing thrust, so operating at a safe speedmeans going slowly enough to stop or turn in time given visibility, traffic, and your boat’s maneuverability. In a , slow to idle or headway speed — the slowest speed that still lets you steer.

When anchoring, use a line about seven to ten times the water depth (the scope), set the anchor off the bow (never the stern, which can swamp the boat), and allow extra scope in tidal water. When docking, rig fenders and approach slowly into the wind or current; never put hands or feet between the boat and the dock.

Legal rules & boating under the influence

is illegal in every state at a blood alcohol concentration of 0.08 percent — the same limit as driving — and applies to drugs as well as alcohol. Alcohol is involved in a large share of fatal boating accidents because sun, wind, noise, vibration, and motion(“boater’s fatigue”) intensify its effects, so a boater becomes impaired faster than on land. Reckless operation — weaving through traffic, bow-riding, or excessive speed near others — is also illegal everywhere.

Man-overboard, capsizing & cold water

For a man-overboard, the first action is to reduce speed and keep the person in sight— assign a spotter to point at them — then throw flotation, turn back, and shut off the engine before recovery so the propeller can’t injure them.

A person in the water is hardest to see and easiest to lose — act fast, keep them in sight, and keep the propeller away from them.

If the boat or swamps but keeps floating, stay with it — most small boats float even when full of water, and a floating boat is far easier for rescuers to spot than a swimmer. To signal a life-threatening emergency, say “Mayday” three times on VHF Channel 16. Finally, protect the water: never discharge oil or trash (a fuel sheen is an illegal, reportable spill), and clean, drain, and dry your boat between waters to stop like zebra mussels.

Aquatic invasive species
Non-native plants and animals such as zebra mussels and hydrilla that hitchhike on boats and trailers, harming ecosystems. Prevent their spread by cleaning, draining, and drying your boat between waters.
Boater education card
The certificate (sometimes called a boating license) proving you completed an approved boater-safety course and exam. Most states require it to legally operate a motorized boat, and a card from one state is generally honored in others.
Bow
The front of a boat. When you face the bow, the left side is port and the right side is starboard.
BUI
Boating under the influence — operating a boat while impaired by alcohol or drugs. It is illegal in every state at a blood alcohol concentration of 0.08 percent, the same limit as for driving.
Can buoy
A green, flat-topped lateral buoy with an odd number, kept on your left (port) side when returning from open water.
Capacity plate
A plate near the helm or transom listing a boat's maximum number of people, maximum total weight, and maximum recommended horsepower. Exceeding these limits makes the boat unstable and prone to swamping.
Capsizing
When a boat overturns. If it keeps floating, stay with it, climb onto or hold the hull, and signal for help — a floating boat is far easier for rescuers to spot than a swimmer.
Carbon monoxide
A colorless, odorless, poisonous gas produced by engines and generators. It can collect in cabins, cockpits, and around the swim platform; early symptoms resemble seasickness, making it especially deadly.
Cold-water shock
The body's reaction to sudden cold-water immersion. In the first minute it causes an involuntary gasp reflex and rapid breathing that can cause drowning — the deadliest phase, before hypothermia sets in.
Displacement hull
A hull that pushes water aside and moves through it at slower, steady speeds rather than rising on top of it. It is efficient and stable but slow.
Float plan
A written description of your boat, the people aboard, your route and destination, and your expected return time, left with a responsible person ashore so searchers can find you if you don't return on time.
Give-way vessel
The vessel required to take early, obvious action to keep clear of another. In a crossing situation, the boat that has the other on its starboard side is the give-way vessel.
Hull
The body of a boat that sits in the water. Its shape — displacement, planing, flat-bottom, deep-V, round-bottom, or pontoon — determines how the boat handles, rides, and carries weight.
Hull identification number
The unique 12-character code molded into or attached to a boat's transom that identifies it, like a vehicle's VIN. Tampering with it is illegal, and it is used for registration and recovery of stolen boats.
Lateral markers
Red and green buoys and beacons that mark the edges of a channel. Returning from open water, keep red on your right and green on your left — 'red, right, returning.'
NASBLA
The National Association of State Boating Law Administrators — the body whose national education standards most state boater-safety courses and exams are built on, which is why the test content is largely the same from state to state.
Navigation rules
The 'rules of the road' for boats (the COLREGS and U.S. Inland Rules) governing how vessels meet, cross, and overtake to prevent collisions, including which vessel must give way.
No-wake zone
An area where boats must travel at idle or headway speed — the slowest speed that still maintains steerage — so they produce little or no wake.
Nun buoy
A red, cone-topped lateral buoy with an even number, kept on your right (starboard) side when returning from open water.
PFD
Personal flotation device — a Coast Guard–approved life jacket. Every boat must carry one wearable PFD per person, and boats 16 feet and longer must also carry a throwable (Type IV).
Planing hull
A hull shaped to generate lift at speed so the boat rises and skims across the surface, reducing drag. Most fast recreational powerboats use one.
Port
The left side of a boat when you are facing the bow (front). Its navigation light is red.
Safe-water marker
A red-and-white vertically striped buoy indicating open, navigable water all around, often marking a channel entrance or mid-channel. Boaters may pass it on either side.
Stand-on vessel
The vessel that holds its course and speed while the give-way vessel maneuvers to avoid it. It must still act to avoid a collision if the give-way vessel does not.
Starboard
The right side of a boat when you are facing the bow (front). Its navigation light is green.
Stern
The rear of a boat. The aft area is toward the stern; 'forward' is toward the bow.
Type I PFD
An offshore life jacket with the highest buoyancy that turns most unconscious wearers face-up. Best for rough, open, or remote water where rescue may be slow.
Type II PFD
A near-shore buoyant vest, less bulky than a Type I, that turns some unconscious wearers face-up. Intended for calm inland and near-shore water with quick rescue likely.
Type IV PFD
A throwable flotation device — a cushion or ring buoy — meant to be thrown to a person in the water, not worn. Boats 16 feet and longer must carry one.
Visual distress signal
Coast Guard–approved equipment for signaling an emergency — pyrotechnic flares, an orange distress flag (day), or an electric distress light (night). Most boats on coastal and certain other waters must carry approved day and night signals.
